unto Pharaoh and his great ones; but these behaved with arrogance, for they were people wont to glorify [only] themselves

They went to Pharaoh and his administrators but the latter showed arrogant. As a matter of fact, they were repressive people
Towards Firaun and his court members – in response they were haughty, and they were in dominance

Then We sent Musa and his brother Harun with Our signs and clear authority,
